Abstract

In a world of globalization, the capital plays a very important role and will conduct our life with a deeper influence, in the next years. Among different forms of investments, foreign capital and foreign direct investments (FDI) seem to be the most dynamic and advantageous for sides, investors and receivers. For many years, Romania did not have a good image on the international market, in the eyes of the investors and played an unsignificant role in the "FDI World Equation" at the regional level (about 6% from regional FDI). For the foreign investors, the general climate of the economy was not the best in attracting strategic investments and that was the main barrier against economic development. During the transition period, in Romania have developed different concepts concerning investment policy and the role of the foreign capital in the future economic stability, in pre-accession period and after the accession into European Union (EU). Unfortunately, the present economic state still suffers of the lack of poise because, our decision-makers showed us a totally lack of consistency with grave negative effects on the next decision steps, as we will see in this study.
